The legislation will be applied in a rolling timetable, phased by the vessels type and size, starting with new build passenger ships and tankers, but this will eventually apply to almost all large merchant vessels and passenger ships.
An Electronic Chart Display and Information System (ECDIS) is a computer based Navigation System that complies with IMO Regulations, and can function as an alternative to paper charts.
The Automated decision aid integrates a variety of real-time information and is able to continuously determine a vessels position in relation to land, charted objects, navigation aids and unseen hazards.
An ECDIS Includes: Electronic Navigational Charts (ENC’s) and integrated position information from GPS and other Navigational sensors such as Radar, Depth Sounders, and automated identification systems (AIS). It may also display additional Navigation-related information such as sailing directions etc.
The ECDIS System MUST receive type approval, in order to give it legal compliance with the IMO Regulation.
1. A second “compliant” ECDIS must be independent of the main ‘primary’ ECDIS, and connected to the ships main power supply, emergency power supply, and to an independent position fixing system input. The back-up ECDIS must have the chart database and voyage plan loaded before commencement of the voyage. In confined waters the back-up arrangement must be in operational mode.
2/ An Electronic Charting System (ECS) proving a display for chart presentation for route monitoring of at least 270mm X 270mm and using ECDIS Software and official charts, which must be independent of the main ECDIS and connected to the ships main power supply, emergency power supply with at least 4x Hours duration, and to an independent position fixing system input. The back-up arrangements for ECDIS must have the chart database and voyage plan loaded before commencement of the voyage. In confined waters the ECS must be in operational mode
3/ A FULL Folio of paper charts that satisfies SOLAS carriage requirements, corrected to the latest available Notices to Mariners, covering the intended voyage and showing the intended voyage plan.
